A little help with finding the name of a movie.?

When I was about Eight I watched a movie set in a post apocalyptic era. It had a villain with long black hair and the scene I remember most is peoples head on a stake and people being burned. I believe it had Schwarzenegger but I am not sure. It is not terminator. I was told it could be mad max but I do not think so. Its not running man either. Help would be nice.
